That seems strange because LOOP is a standard function.

I didn't find a tarball release.
I got it working, I had to run 'make' from the cl-opengl directory before it was usable.

|hedos||It compiles the file in the tools directory. The output says two files are been parsed and then gl/constants.lisp is written.|
