try disabling window scaling
shiningtcp_ecn was already set to 0
that was window scaling, indeed
sudo sh -c "echo 0 > /proc/sys/net/ipv4/tcp_window_scaling" did the trick
that must be the thing I already read about in the past, if it's a very common issue. thanks
