noodlyou could perhaps use server-status to see what that child's doing, or log pids in your access log. otherwise you'll need something like strace or gdb.
probably logging will be the easiest to get going. you could keep a log (a separate one maybe) or the requested url, and the cpu usage
arreyder"loglevel debug" can sometimes give a few hints

noodltaso: no, not like that. i mean, you wanted to know if SetEnv was doing anything (as php isn't seeing it). so what that Header directive does is add the value of your env var to the X-MEH header, regardless of what php does
