<Directory /> is a filesystem directory, not a URL path. If you put options in this block, don't be surprised when whatever you're trying to do doesn't work.
Options FollowSymLinks is Allows Apache to follow symbolic links
AllowOverride None means "Please ignore my htaccess files." and is the default setting. or See http://www.onlamp.com/pub/a/apache/2003/12/04/apacheckbk.html

Zalamanderbob921 if you use vhosts, you need one for each hostname. There is no "default" host, outside of those vhosts definitions (the first vhost is used as default)

Zalamanderso, if you define UserDir in the global configuration, it will work for both vhosts. That may not be what you want though.
