netstat
fajitalsof is your friend! lsof -i:80 to see what's using port 80. You may need to run lsof as root on some platforms
netstat prints network connections, routing tables, interface statistics, masquerade connections, and multicast memberships. Use netstat -an grep -w 80 to check if port 80 is in use. (On linux, you can use netstat -pan to see which program uses the port.)

skipper113netstat -an grep -w 80 gives me nothing. I'm starting to think that it's related to selinux..
thumbsskipper113: I doubt it. It's pretty obvious, and selinux does not block ports

SubOnei cant seemto win with this phtml thing, i dont even have any phtml files

SubOne: I was under the impression that .phtml files had server-side includes in them
hence the ssi recommendation
